Valid To date not working on Variable Screen

Hi Expert,

We  have a TPM actual report. Now we created two variables Valid From and Valid To, If we give both date then it won't pick all TPM duing that period but if i remove Valid To date then it will pick. Please see attached screenshot and suggest what can be done so Valid To date will work.
