7.3 Administration Cockpit Blank Page in Browser

Hi,

When I click the Administration Cockpit, I see a "This page can't be displayed". We are on 7.3

The following URL is copied from the browser URL.

The URL seems  to be missing something. Where should I go about configuring the URL? What user role do I need to correct the setting? Will SAP_BW_BI_ADMINISTRATOR be sufficient?
