Why remodeled constant KF does not work after transportation

Hi Pros,

     I transported a remodelling rule ( add a constant KF=1 ), but after transported, I got everything good, except for the constant KF = 0. my transport object list are in one request as follows:

             1. infocube, multi-provider, transformation, routine, remodeling Rule.

could you please tell me, why this remodeled constant KF = 0, not =1 after transportation?
